No RTO will be able to issue a Qualification or Statement of Attainment until the Student has provided their USI. Well really it’s quite easy, by providing a quality owner builder course that is conducted fully online, with all the resources being available for you to download right from your computer, lets us keep our costs down. We pass those savings on to you it is really that simple.
Owner builders in all states Should hold a White Card. It is a requirement for the issue of a permit for our Queensland and NSW students.
Note:
In addition to the online knowledge assessment, you are required to record one video demonstrating your ability to apply WHS requirements and safe work practices on your own building site (or another construction work site you have access to). The video should run for approximately 3–6 minutes and cover the three parts below, ideally recorded in one continuous take.
New South Wales owner builder students must now obtain and provide a Unique Student Identifier before a Qualification or Statement of Attainment can be issued; (see below for details)

The Standards for Registered Training Organisations (RTO’s) 2025 are the governing regulations to which all RTO’s must conduct their operations.

For Owner Builders in NSW the owner builder education requirement for a permit for owner builder work valued at more than $20,000 will comprise five units of competency from the Construction, Plumbing and Services Industry Training Package (CPC).
