Who Needs This Course?
In New South Wales, individuals applying for an Owner Builder Permit through the Services NSW must complete an approved training course before submitting their application.
Course Cost (online) is $147.00
NSW COURSE INFORMATION
This course satisfies the Services NSW requirements for the issue of an owner builder permit in NSW where the candidate already holds a White Card (General Safety Induction Training – Construction).
Online course only $147.00 and includes the required 5 units of competency:
In addition to the online knowledge assessment, you will be required to record one video demonstrating your ability to apply WHS requirements and safe work practices on your own building site (or another construction work site you have access to). The video should run for approximately 3–6 minutes and cover the three parts below, ideally recorded in one continuous take. Clear instructions on how to achieve this are included on the course page.
The owner builder education requirement for a permit for owner builder work valued at more than $20,000 will comprise five units of competency from the Construction, Plumbing and Services Industry Training Package
The White Card (General Safety Induction Training) may now only be completed in the classroom or on the job via face to face instruction.

Statement of Attainment
This unit covers the knowledge and skills to undertake the preliminary actions and responsibilities involved in an owner builder project.
It covers planning, organising and managing the project, estimating and budgeting. It also covers the legal obligations of an owner builder to plan for off-site and on-site administration of a project.
This unit has been written to fulfil the NSW Department of Fair Trading regulatory requirements (education) for issuance of NSW Owner Builder Permit.

New South Wales Owner Builder educational requirements
Services New South Wales administer and issue owner builder permits in NSW.
The current educational requirements include the completion of the following units of competency from the Nationally Accredited Training Package:
CPCCWHS2001 – Apply OHS policy and procedures in the construction industry
This unit of competency specifies the outcomes required to carry out WHS requirements through safe work practices at any on or off-site construction workplace. It requires the performance of work in a safe manner through awareness of risks and work requirements, and the planning and performance of safe work practices with concern for personal safety and the safety of others.
This unit of competency covers fundamental WHS necessary to undertake work tasks within any sector in the construction industry. It includes the identification of hazardous materials, including asbestos, and compliance with legislated work safety practices. It does not cover removal of asbestos, which is a licensed activity.
CPCCOM2001 – Read and interpret plans and specifications
This unit of competency specifies the outcomes required to read and interpret plans and specifications relevant to construction operations. It includes the identification of types of plans and drawings and their functions, the recognition of commonly used symbols and abbreviations, the identification of key features and specifications on a site plan, the comprehension of written job specifications and the recognition of document status and amendment detail.
This unit of competency supports achievement of basic reading and interpretation of plans and specifications commonly used in the construction industry.
CPCCCM1001 – Undertake basic estimating and costing
This unit of competency specifies the outcomes required to estimate materials, labour and time requirements and establish costs for a basic construction project.
This unit supports the attainment of basic understanding and application of construction estimating and costing.
CPCCOM1003 – Plan and organise work
This unit of competency specifies the outcomes required to plan and organise individual and group work activities on a construction site. The unit includes identifying task requirements, planning steps and organising work.
This unit of competency supports the attainment of capabilities and understanding to prioritise work tasks and organise time and resources to undertake given tasks effectively and cooperatively with other team members.
CPCCOM1004 – Conduct workplace communication
This unit of competency specifies the outcomes required to communicate effectively with other workers in a construction workplace environment. It includes gathering, conveying and receiving information through verbal and written forms of communication.
This unit of competency supports achievement of communication skills carried out as an integral part of routine work.
These Units must be delivered by a Registered Training Organisation, complying with the requirements of the Australian Quality Training Framework, with successful completion resulting in the award of a Statement of Attainment which must be included as supporting documentation with any application for a New South Wales Owner Builder Permit.

1. ONLINE TRAINING - $147.00
Our online delivery allows access to all course materials on your own computer at home and in your own time.
You can access the Learner Guides which provides all the information required to complete the self assessment questionnaires, underpinning knowledge questions and the online final assessment.
As a course participant, you should expect to spend around 40 to 50 hours of reading and study time including undertaking the assessment.
This Learner Guides are fully supported with Abacus developed text and resources which make your learning both enjoyable and manageable. Our resources also provide an opportunity to develop the important ‘hands on’ skills that are required of an owner builder.
When you are ready, you can complete the self assessment questionnaires to check your knowledge of each of the 5 Units of Competency, then complete and submit by email, the revision exercises and final assessment.
Once these are received, Abacus Training will issue your Statement of Attainment for inclusion in your owner builder application.
Of course, our staff are available via email to answer your questions and all students have access to our online forum, where students are able to exchange ideas and information about the owner builder process.
In addition to completing the Units of Competency, you will also be required to complete a course in general safety induction. This course must be complete in a classroom environment (face to face), is normally conducted over a one day 6 hour session and is available throughout New South Wales at prices ranging from $100 to $150.00.

2. DISTANCE LEARNING - $427.00
As with the online course, Abacus Training provides quality resources that allow you to complete you owner builder training in your own time in the convenience of your own home.
As a course participant, you should expect to spend around 40 to 60 hours of reading and study time including undertaking the assessment.
But you are not alone, throughout your course, and in fact right throughout the construction phase of your project, you have access to our web based resources and to your Abacus Training course facilitator to assist you in handling any issues that may arise or answer any questions that you have.
The difference between the online course and the distance learning course is that we provided all your course materials for you in printed form.
Completion of the course is at your own pace and you must submit to Abacus, your completed Underpinning Knowledge Questions and the Final Assessment.
When you are ready, you can complete the self assessment questionnaires to check your knowledge of each of the 5 units of competency, then complete and submit by email, the underpinning knowledge questions and final assessment.
Once these are received, Abacus Training will issue your Statement of Attainment for inclusion in your owner builder application.

Owner Building in New South Wales Overview
You must hold an interest in the property through a Trust or other legal entity such as a business.
To obtain an owner builder permit you will need to apply to the NSW Office of Fair Trading – Services New South Wales and demonstrate that:
- You are over 18 years old;
- You are the owner or have a prescribed interest in the land (eg, certificate of title or rates notice);
- You live or intend to live in the completed home.
In addition you will need to provide:
- A description and the address of the proposed works with a copy of plans;
- Council development certificate number or complying certificate number;
- An Owner-Builder permit application fee
- Evidence that you have completed the 5 units listed previously if the value of works exceeds $12,000.00.
And provide evidence of having completed a Course in General Safety Induction (White Card) CPCCOHS1001A
You are only allowed to obtain one owner builder permit in any 5 year period unless there exists exceptional circumstances.
