Western Australia has recently updated the Owner-Builder approval process, including changes to the application form, evidence requirements, and supporting documentation. If you’re planning to build or renovate your own home in WA, it’s important to understand what these changes mean for you — and how to prepare a complete, compliant application the first time.

1. What Has Changed?

The WA Building Commission has introduced an updated Owner-Builder application package that places a stronger focus on:

  • Demonstrating your capacity to manage the building work
  • Clear evidence of land ownership or legal right to build
  • More detail on the proposed project scope
  • Stronger statements around responsibilities and risk
  • Revised statutory declarations
  • Updated mandatory training requirements

The goal is to ensure that applicants fully understand their obligations under the Building Services (Registration) Act and can safely manage a domestic building project without the oversight of a registered builder.

2. Mandatory Training Still Applies — And Is Now More Important

WA continues to require all owner-builder applicants to complete an approved Owner-Builder training course.

The new application form now asks for:

  • Proof of completion (certificate or statement of attainment)
  • Course provider details
  • Confirmation that you understand your duties and limitations

3. Detailed Project Information Is Now Required

The updated application form asks you to outline your project in more detail than before, including:

  • Type of construction (new build, extension, renovation)
  • Estimated project value
  • Building class
  • Whether you will be undertaking any work yourself
  • Names of trade contractors you intend to use
  • Whether the property will be your principal place of residence

Providing vague information can slow your application.
Providing clear, accurate project details speeds it up.

4. Clear Evidence of Land Ownership

You now need to supply more explicit proof that you either:

  • own the land; or
  • have permission to build on it.

Acceptable documents include:

  • Certificate of Title
  • Signed contract of sale
  • Statutory declaration if relevant

Make sure names match exactly between documents — mismatches are one of the most common causes of application delays.

5. Stronger Emphasis on Legal Responsibilities

The new form includes enhanced declarations around:

  • Site safety
  • Compliance with legislation
  • Not undertaking more than one owner-builder project in a 6-year period
  • Ensuring trade contractors are appropriately licensed
  • Responsibility for defects and warranty liabilities

Applicants must acknowledge these responsibilities clearly — the Commission is signalling that they expect owner builders to understand the same obligations placed on registered builders.
